If the Postal Service needs security, then why does management keep terminating Potal Police with firearms and replacing them with rent a badge security people who could care less about security and Postal Workers. If trouble comes these rent a cops will be the first ones out the door protecting themselves.
In our post office management has tried to discipline carriers for not locking their vehicles overnight. What we found out later is that there is a flaw in the locking mechanism on the door. On some vehicles if you yank on the lever a few times it opens after being locked.
The only thing the Postal Service wants is the bottom line, which is the black line, NOT THE RED LINE. PROFIT is the name of the game, which explains the security system that is being screwed up by higher management. This does not have to happen when everyone purchases decent equipment,except the USPS. This has been going on for years as the equipment can break down like everything else does, But one wonders what the service pays for the equipment when they place the order for the item. As for the POSTAL POLICE, they are trained to do a decent job, but it is management refuses to listen to anything. This is the reason the POSTAL POLICE are on the chopping block , and the reason should lie with PMG, John Potter. Blame no one but him & him alone.

Welcome to the campaign of RICHARD GRECO, Candidate for President, FOP NLC#2, Postal Police Officers. First, I thank those brother and sister officers that nominated me for the position of President. If elected, I promise to serve my term of office faithfully and EXCLUSIVELY toward the interests, benefit and betterment of ALL Postal Police Officers.
Our job has no doubt reached a major crossroad. Its very survival and continued existence is dependent upon immediate change and attitude of “US”, the Postal Police Officer. Although I have served among you for only the past 10 years, I, as have you, witnessed major set backs which have included the loss of Postal Police positions, loss of promotional opportunity, a negotiated and renegotiated contract not worth the paper it was printed on, closed facilities displacing our brother and sister officers, a prior contract allowing for the use of “Private Security Guards” inadequate “Police” related training, being classified by Washington Headquarters “Chief Postal Inspector” as “Qualified Law Enforcement Officers”in compliance with the Law Enforcement Officers Security Act (HR 218) only to slap us in the face and post on the issued credentials they do not authorize us to carry weapons off duty. In the face of TERRORIST THREATS and while other City, State and Federal Police and Law Enforcement Agencies are increasing their “Police Forces” and Uniformed Police Presence The “United States Postal Inspection Services” which boasts about being the oldest law enforcement agency in the country has turned its back on the Postal Police Officer. All this while the keepers of “our gates” let it all happen.
LOST JOBS AND PERSONNEL:
On a National Scale, we have seen our compliment of Postal Police Officers reduced in force, domiciles shut down and brother and sister officers displaced and ultimately eliminated from the Postal Police Force. We have witnessed brother and sister officers “serving on light duty” eliminated from their positions because no one had the foresight to realize that Postal Police Officers who are POLICE OFFICERS are exposed to the same stress related ailments as any other POLICE OFFICER serving on any other police force Our brother and sister officers are required to serve in excess of 30 to 35 years of service in order to qualify and collect a decent pension. During that time our brother and sister officers suffer job related stress, heart attacks, develop cancer related illnesses and other ailments that require major medical operations and long term recovery and medical care thus preventing them from performing full duty. But yet, despite years of an aging within Postal Police Force, despite the fact that many officers have died before collecting their pensions, no one has attempted to amend our contract to care for the aging Police Officer. Fact is being a Police Officer is a recognized stressful job. As such many jurisdictions have allowed their Police Officers to automatically retire under the various heart and lung bills, with full benefits and 3/4 pay, tax free medical disability. What do we have? Some manager siting in an “Ivory Tower” telling us “well your not actually a Police Officer, and your really only a step above a security guard.” Have you seen your FLETC certificate? Mine says “Successfully completed BASIC POLICE OFFICERS TRAINING COURSE”. Ladies and gentlemen, the time has come for each and everyone of us to stop thinking like a POSTAL WORKER and think and act like the “COP” YOU ARE. THE TIME HAS COME TO REBUILD “OUR WALL OF BLUE” and our theme should be “all for one and one for all” for at least in the New York Division any adverse impact perpetrated by management on one POSTAL POLICE OFFICER effects every POSTAL POLICE OFFICER. And if management adversely affects one PPO in New York, then that adverse action can spread to PPOs nationwide.
LOSS OF PROMOTIONAL OPPORTUNITY:
With a reduced force also comes the reduction in required Sergeants, Lieutenants and Captains. Many of our brother and sister officers are called upon to serve as “Acting Sergeants.” I may be wrong but those of you that are union and even non union members don’t you think it’s a conflict of interest for one union member to supervise another union member. I may be wrong again, but do you see any Sergeants in FOP NLC#2. Is it time to take a stance and tell management “No Thank You”, that it’s a conflict of interest for one union member to supervise a brother or sister union member. Think about it, is it adverse union practice for one union member to write up another union member if dictated to do so by management? Union members and Non Union Members is it time to say “No Thank You” to management and do away with “Acting Supervisor.” If they need supervisors let them promote PPOs.
UNION CONTRACT:
Was this really the best that could be had? Why didn’t we go to arbitration? Was the real reason because the Union Treasury has been depleted of the necessary funds to bring such an action? Did we receive the same contract that was refused in a “Laundered” state. Were we fooled into thinking this was the “best deal possible” while other “POLICE ORGANIZATIONS” have achieved far greater pay raises under the banner of “Homeland Security.” Did we think of ourselves as “Postal workers” in Police Uniforms or did we really make an attempt to conduct a real study and analysis of our counterparts serving as “ UNIFORMED POLICE OFFICERS” with the FBI Police, Secret Service Uniformed Police, Pentagon Police, Supreme Court Police, VA Police, GSA Police only to name a few. Was any attempt to demonstrate that we perform the same duties and functions as our counterparts in those agencies, was a real analysis done to show the pay scale increase of those “POLICE OFFICERS” compared to ours. WHERE WAS THE PARITY. Armed with that information, do you think that an arbitrator would have ruled that we really are the Uniformed Police Force of te Postal Service? Do YOU THINK, we could have done better had we demonstrated we are equal to the Uniformed Police Officers of those agencies ???????
CLOSED DOMICILES:
We lost 6 PPO domiciles. What did we get in return. NOTHING. Nothing but Private Security Guards taking away our jobs.
POLICE TRAINING:
I can’t speak for the rest of the country. But since 9-11, has there been any “real training” associated with “Anti-Terrorist” Police Training in the New York Division? Have any of you been issued “Gas Masks” like our counterparts in NYPD, MTA POLICE, AMTRACK POLICE? Have you been asked to attend a “Homeland Security” sponsored police training course? Have you been asked to attend Vehicle, Van and Truck Stop Training or any other training other than hand cuffing, beating to death a blue pad with your baton and shooting the same old targets on the FATS machine at Camp Smith?
Have any of you had any in house training in surviving a terrorist attack in the very building you are protecting? Is there a contingency plan in place. How many of you are working alone and have two-radios that can’t transmit past the concrete sidewalk you building is situated on? Who has your back should you really need backup? The guy sitting in a Cental Command Post in Virginia?
Don’t you think time has come for us to have training commensurate with our “so called” emergency “first responder” status?
And lets not forget how we went from training at the Federal Law Enforcement Training Center to being trained by the USPIS. Was the move made for cost cutting purposes or was it because FLETC graduated a well rounded, well informed “POLICE OFFICER” with a Police Education recognized throughout the country? If we are charged with protecting life and property don’t you think we deserve the best available POLICE TRAINING? Or is management afraid of an educated POLICE OFFICER. One who knows his rights, duties, functions and THE LAW.
LOSS OF UNION MEMBERS:
It’s no secret, and many of you that are reading this campaign letter are among them. We have witnessed existing UNION MEMBERS drop out of the union and witnessed many other brother and sister officers elect not to join the union. WHY? Clearly, it’s not for monetary reasons, but out of shear frustration and disgust having their pleas and inquiries concerning work place conditions and work rule violations perpetrated by management fall on deaf ears both within the ranks of management and within the existing ranks of union leadership.
Case in point. An active shop steward received a WRITTEN DECISION from an arbitrator that a grievance was dismissed because “the union sat on its hands.” That decision was brought to the attention of the AREA REP involved. The lame response given by that AREA REP was “The Captain was on extended sick leave so I was waiting for him to come back” and that Rep further claimed that “he made a deal with that “Captain” to keep grievances in “abeyance.”
Hello, did anyone ever tell that rep that DUE PROCESS and the GRIEVANCE CLOCK does not cease to exist because some manager is sick and the AREA REP made an “off the record” deal. Were there no other managers in the entire NY Division capable of hearing grievances. Or was the real excuse the fact that that Area Rep was in bed with that manager because the punch line to this story is that the AREA REP gave an admission that the “Captain” involved has been a “friend of his” for over 20 years. Then it was discovered that there were other cases just siting and waiting for “the Captain to return from sick leave.” That shop steward brought it to the attention of the then Union President. What was the outcome? A violation of the Union Constitution perpetrated by that AREA REP under the nose of UNION LEADERSHIP because that AREA REP put to pen a LETTER OF TERMINATION of that shop steward who did nothing except fight for the rights and due process of a brother officer.
Some of you may recall seeing the Letter of Termination of that Shop Steward. I have the original. Why? I WAS THAT SHOP STEWARD fighting for the rights of all of our members.
Under my Presidency there will be no more room for nonsense of “holding in abeyance” grievances because “my friend the Captain is on extended sick leave.” Our union will be and should be represented by Shop Stewards, Area, Regional, and Executive Board reps with only one thing in mind, FIGHTERS that provide for the proper union representation of ALL UNION MEMBERS. And AREA REPS that have the wisdom and courage to acknowledge they made a mistake rather than attack a union member that brought their attention their short comings as a union leaders. In every day street language it means we need “Stand Up Guys” representing all of us throughout the country.

I served 3 years as the First Deputy Department Advocate for the Bureau of Legal Affairs, New York City Department of Sanitation in charge of Disciplinary Matters and Internal Investigations and also performed labor/management negotiations. I served 5 years as the Chief of Investigations, Department of Investigations, City of New York, Inspector General Program and was then promoted to First Deputy Department Advocate; I served 9 years as a Police Lieutenant/Special Investigator, NYC Sanitation Police and Department of Investigations, City of New York and served on the Joint NYPD/FBI Anti Terrorist Task Force, conducted joint investigations into Organized Crime with the NYPD Intelligence Division of the Auto Wrecking Industry and Private Carting (Sanitation) Industry. Served on the Mayors Task Force for the Auto Wrecking Industry and supervised a 20 member investigative squad investigating allegations of corruption.
I served as a Union Shop Steward for 444 Sanitation Officers Union and Teamsters Local 831, Sanitation workers Union. I also served as a Shop Steward for FOP NLC#2 having been terminated by a rep FOR STANDING UP FOR YOUR RIGHTS.
CONCLUSION:
I am sure that there are many of you across the country that have “war” stories and experiences to share. and I welcome those stories. I am also sure that perhaps, somewhere in postal inspection land, there are some of you that have great working environments, and maybe have received anti-terrorist training, have contingency plans in place or simply put you are receiving the COURTESY, PROFESSIONALISM AND RESPECT as stated on many Police Vehicles in many police departments throughout the country. My goal, if elected your Union President is to bring to each and every one us the DIGNITY, COURTESY, PROFESSIONALISM AND RESPECT WE ALL DESERVE. The bottom line is that we need change in union leadership, we need to get rid of the “Postal Mentality” that permeates this job, we need to start thinking like “Cops” and we need to build that brother/sisterhood “BLUE WALL OF STRENGTH” we need better police and anti-terrorist training and better equipment. BUT MOST IMPORTANTLY WE NEED EACH OTHER from COAST TO COAST, NORTH TO SOUTH. This union consists of us and we will only be successful if we unite and work together. Change starts with you.
