No mail carrier, either City or rural Carrier has the right to throw mail away, no matter how the BBM mail is addressed. The only time that that is done is when the addressee has moved & the house is vacant, especially vacant. This is true for all classes of mail & the LAW is the LAW. I do hope that the judge hearing this case will give this carrier the punishment that is due the crime. Everyone is entitled to receive all the mail that is addressed to them in a timely fashion, but the service only wants the carrier crafts to RUN, RUN, RUN. Maybe that is the reason the so called junk mail was not delivered. Still, that is no excuse for not delivering the mail. The mail must and should be delivered, no matter what the situation is unless a phone call is made, and management tells you differently, then follow the instructions that you were given over the telephone.

The Postal Service will not last long if this greed and corruption is not changed.These Bulk Mailers must start to pay what it really costs to deliver this Junk Mail. Hmmm, "corrupt" bulk mailers. Let me ask you this, did McDonalds accuse their customers of corruption when they introduced the 99-cent menu? USPS sets the postage rates, and business mailers abide by them. Yes, some mailers have tried to rip off the system, just like many postal workers have - that's why there is an inspector general. But the comment above shows how USPS and it's employees don't understand how to operate in a competitive business environment. Trash-talking the only customer base you have that is growing is indicative of someone who is hateful, lazy, and probably doesn't want to deliver ANY MAIL. Learn how the competition works in a capitalist system, and soon. Otherwise, you'll lose even us "bulk mailers" and you won't have anyone to blame but yourselves. At least your new job flipping burgers will teach you customer service.
This posturing and scapegoating over the throwing away of junk mail is pure hypocrisy!! I've watched for YEARS as the RUNNERS were freely allowed to dispose of ANY unendorsed standard class mail,all for the sake of speed!!! Yes, I said ANY unendorsed 3rd!!! ...as in perfectly addressed on all three lines!! -NOT just "undeliverable" unendorsed standard class mail!!! We've got one runner, who when she was my sub would generate TWO tubs of UBBM to my 3/4 of a tub every time she ran!! Again, this person was groomed as a RUNNER; for the purpose of SELECTIVELY using her times ( often incredibly fraudulent )as statistical "samples" or as a "model" of profenciency.Many runners throw out ,not only the UNdeliverable unendorsed 3rd ,but also ALL of the deliverable "current resident" formats AND ANY OTHER that they please!!! I have had to case up an additional one to two feet of mail OUT OF THE UB TUB MANY TIMES!!....none of it had so much as a typographical error! Management winks at this!! Every time I've brought it up they DEFEND the runner (of course!) and poo poo the charge! "Oh it's just honest errors",..... " they must be duplicate mailings",....."it's just junk"......" I don't have the clerk hours to verify what you say"......etc......

Obviously this guy was dumping the mail for his own benefit of getting done sooner. Accussing a rural of being a runner just shows your own ignorance and willingness to bust management and those who make your slow ass look bad.
You're wrong anonymous 1:12PM ! Postal mangement has been GAMING the "evaluated system" for years! You said: "Management doesn't care if a rural carrier, like this guy, runs or not. That's what they say from the SELL SIDE of their forked tongues.From the other side they turn efficiency (OR FRAUD ,it makes no difference!) into evidence to be used AGAINST the rural carriers.They take skewed data out of context, mix it with massive fraud and call it all scientific ,statistical studies( silent time studies)and then use it to change the calibrated pay and work standards of the rual craft. If :'Management doesn't care if a rural carrier, like this guy, runs or not' ,then why do postmasters and supervisors constantly monitor rural times and constantly coerse carriers into unscrupulous time sheet behavior, short-servicing, and unsafe racing? They want them to believe as you say that:'Rurals get paid the same no matter how many hours they work' and that that is somehow the sum total of the game. IT'S NOT TRUE!!...their sell equates to nothing more than a postal ploy,inviting rurals to shave "a little" truth today and recieve a great reward for it while somehow all along having a future that is immune to suffering harm from such lies. All of this is nothing new. It has only increased by degree through the years. Recently ,I cross trained a runner's sub to become a secondary backup on my own route. As we were casing mail one day, the distrution clerks(as well as the DPS machinery) had misthrown quite alot of mail toward us that belonged on other routes in the office. She could not believe that we had to return the unendorsed bulk pieces to the hot case for redistribution! This was an alien concept to her!! She had only seen ( for about five years) runners telling her that unendorsed bulk,misthrown, goes striaght to UBBM. Same , for bad name-current resident.

So is taking mail off of the ledge and throwing it into the waste tub is now called productivity? Our customers may send out ads but since are patrons don't want them we can waste them and get to our patrons earlier in the day and show a great improvement in our effiency..
How about this if the piece won't go through DPS then waste it. Think of how productive the carriers will be with 100% street time.
I know of casuals who throw people's junk mail away because it saves them time. They apparently get away with it. The same ones who drive like demons from hell and wouldn't care who they hit as long as they finished on time.
