According to Postcom, "Sens. Sessions and DeMint are maintaining their hold on S. 662. Both, we are told, are demanding that S. 662, either in the bill or in conference, be budget neutral. In other words, the Senate must accede to the Administration's position on the treatment of the released CSRS escrow money and the payment of the military obligation."
