Thanks for contacting the NAPUS Hotline. This is Executive Director Charlie Moser at the NAPUS National Office, in Alexandria, Virginia, on Tuesday, June 07, 2005.
Postmaster pay consultations will begin on June 23 between USPS Headquarters and NAPUS and the League of Postmasters. The current pay for performance program runs through Fiscal Year 2005, which concludes on September 30, 2005. We are optimistic that the summer meetings between postal officials and the two Postmaster associations will provide a pay system that is fair and equitable to all parties.
Since the beginning of the newly established pay for performance system that Postmaster became part of in FY-2004, NAPUS has documented concerns and suggestions from Postmasters who have provided comments on the pay program. Much of this information will be shared with postal headquarters as pay consultations progress throughout the next several weeks. While the pay talks will be confidential, information on the pay for performance system for FY- 2006 and beyond will be provided as soon as it becomes available.
Plans are underway by House leaders to move a postal overhaul bill to the floor of the House between this month and early July. In an article by GOVEXEC.COM, the administration is optimistic that it can reach agreement with the bill's (H. R. 22) sponsors on the major sticking points as the measure moves through the legislative process.
A spokesman for Government Reform Committee Chairman Tom Davis (VA) expressed confidence that "the differences can be worked out in the end." He said the White House and Congress agree on the need to avert a looming rate increase, which the Postal Service has said will go into effect if the legislation is not approved this year.
